Berlin is bigger than it feels on a map and the interesting parts are not next to each other. Mitte, Kreuzberg and Prenzlauer Berg each carry a different half-century of the city, and the U-Bahn between them is part of the visit rather than an interruption to it.
It is also the European capital where the history is the activity. Walking tours of the Wall, Third Reich sites, Cold War Berlin and the Stasi archives are the backbone of what there is to book, and most of them run whatever the weather.
Questions about Berlin
The ones where the building is gone. The Wall, the Topography of Terror, the government quarter and Cold War Berlin are largely absences and markings in the pavement, and without someone explaining them there is very little to see. Museums are the reverse.
Two neighbourhoods properly, or four badly. A three-hour walk through Mitte covers the Reichstag, Brandenburg Gate and the Memorial; a second day is usually Kreuzberg or an out-of-town trip to Potsdam or Sachsenhausen.
Very little. Berlin's activities are indoors, underground or explicitly about walking in the cold, and December through February is when the city is cheapest and the tour groups smallest. Boat trips on the Spree are the seasonal exception.
